Meet Matthew Cybulski

Hello, Pouce Coupe community! My name is Matthew Cybulski, and I am thrilled to join the Village of Pouce Coupe as your new Chief Administrative and Corporate Officer (CACO). I bring with me a diverse background in municipal management, community-focused development, and strategic infrastructure planning and I look forward to contributing to this vibrant community.

Growing up in Ottawa, I was an avid soccer and baseball player; these experiences instilled a strong sense of teamwork and resilience and led me to a Recreation and Leisure Services Diploma at Algonquin College. From there, I launched a career focused on community enrichment and municipal development, with roles that allowed me to support diverse communities, manage recreation facilities, and oversee municipal services.

As a Program Coordinator with the City of Ottawa’s Recreation, Culture, and Facility Services Department. I led initiatives for economically challenged neighborhoods, developing subsidized programming in partnership with Canadian Tire Jumpstart Charities and created mentorship programs for young leaders, including programs supporting new Canadians during the Syrian Refugee Crisis.

My journey led me North, where I served as Recreation Director for the Hamlet of Tulita in the Northwest Territories. During my tenure, I reopened the Municipal Aquatic Center, established a multi-sport field and reduced the department’s operational deficit by 20% within a fiscal year, improving service delivery in this unique fly-in community.

In my most recent role as the Chief Administrative Officer (CAO) for the Village of Carmacks, Yukon, I was responsible for overseeing critical municipal projects and initiatives.
